Empowering Karnataka’s Unorganized Workforce with Security and Support .The Government of Karnataka, through the Karnataka State Unorganized Workers Social Security Board, has introduced the Ambedkar Labour Helping Hand Scheme (Ambedkar Karmika Sahay Hasta Yojana) — a comprehensive welfare program aimed at providing social security, financial assistance, and protection to unorganized workers across the state


About the Scheme:

Currently, 23 categories of unorganized workers are registered under this program and are issued Smart Cards for identification and access to benefits. These cards serve as proof of registration and eligibility under the scheme.

The scheme provides social security coverage to workers engaged in diverse informal sectors who are often excluded from traditional labor benefits like PF or ESI.

Eligibility Criteria:

To apply for the Ambedkar Labour Helping Hand Scheme, applicants must meet the following conditions:

  • Must be a resident of Karnataka.
  • Age limit: Between 18 and 60 years.
  • Must be registered with the Karnataka State Unorganized Workers Board and actively engaged in one of the eligible professions.
  • Should not be an income tax payer.
  • Should not have access to ESI or PF facilities.


 Benefits and Facilities Under the Scheme

1. Accident Relief Facility

  • In case of death due to an accident – ₹ 1,00,000 compensation to the nominee.
  • In case of permanent or partial disability – up to ₹ 1,00,000 compensation (based on disability percentage).
  • Hospital expense reimbursement – up to ₹ 50,000 for treatment of accident-related injuries.

2. Natural Death and Funeral Assistance

  • In case of natural or untimely death of the registered worker, the family will receive ₹10,000 towards funeral expenses.

 Karnataka State Private Commercial Transport Workers Accident Compensation Scheme.

The Government of Karnataka, through the Karnataka State Unorganized Workers Social Security Board, has launched a special initiative — the Private Commercial Transport Workers Accident Compensation Scheme.

This welfare program aims to provide financial protection and social security to drivers, operators, and cleaners of private commercial vehicles, who face a high risk of accidents during their work. The scheme ensures that in the event of an accident — whether on or off duty — workers and their families receive financial relief and support.



Objective of the Scheme

Private transport workers often face life-threatening risks due to long working hours and road-related hazards. In the unfortunate event of an accident, disability, or death, their families suffer both financial and emotional hardship.

To address this, the Karnataka government introduced this scheme to provide compensation and educational assistance, ensuring social and economic security for affected families.

 Eligibility Criteria

  • To become a beneficiary under the scheme, applicants must meet the following conditions:
  • Must be a resident of Karnataka.
  • Age limit: Between 20 and 70 years.
  • Should be a driver, operator, or cleaner of a private commercial transport vehicle.
  • Benefits are applicable only in case of accidents (on or off duty).
  • Drivers are automatically covered; no separate registration is required.
  • Operators and cleaners must register with the District Registration Officer under the scheme.
  • The worker must hold a valid commercial vehicle driving license (for drivers).
  • Workers who have changed professions at the time of the accident are not eligible for compensation.

 Benefits Under the Scheme

  •  In Case of Death  -  Compensation of ₹5,00,000 will be provided to the nominee of the deceased worker.
  •  In Case of Permanent Disabilit - Compensation of up to ₹2,00,000 will be given, depending on the extent of disability.
  •  In Case of Temporary Disability - For hospitalization less than 15 days: Up to ₹50,000 or the actual hospital cost, whichever is lower. For hospitalization more than 15 days: Up to ₹1,00,000 or the actual hospital cost, whichever is lower.


Application Procedure:

  • To claim the benefits, the following process should be followed:
  • The beneficiary or nominee must submit an application form to the Board within one year of the accident.
  • In case of death: The nominee should attach:
  • Death certificate
  • Post-mortem report
  • FIR copy
  • Valid driving/operating license
  • Cleaner’s registration ID card


In case of disability: Submit:

  • FIR copy
  • Valid driving/operator license or registration ID
  • Original medical certificate
  • Hospital bills for inpatient expenses

If the application is approved, the compensation amount is directly transferred to the applicant’s bank account.

Educational Financial Assistance:

To ensure continued education for dependents, the scheme provides annual financial aid to the children of workers who have died or become permanently disabled due to an accident.

  • Assistance amount: ₹10,000 per child per year
  • Applicable for: Up to two children, from Class 1 to Class 12
  • Applications can be submitted through the District Labour Office or directly to the Board.
  • The financial assistance is credited directly to the applicant’s bank account.

Karnataka State Newspaper Delivery Workers Accident Compensation and Medical Benefit Scheme 

Newspaper delivery workers are unorganized and engaged in part-time profession. This scheme has been formulated to provide compensation to them in case of accidents while delivering newspapers to the readers' homes. The basic objective of the scheme is to provide social security to these workers by providing accident compensation and medical facilities.


Eligibility for availing the facility

  •  Should be resident of Karnataka
  •  Must be between the ages of 16 and 70 years
  • Should be registered under the category of News Paper Boy on the Central Government's e-Shram portal.
  • Must not be an income tax payer
  • Should not have ESI and PF facility.

Insurance plan All unorganized workers engaged in food delivery in companies like Swiggy, Zomato and delivery in e-commerce companies like Amazon, Flipkart, BigBasket, Porter, Pharmacy, Benkit, Zeppo, Dominos etc. can avail this insurance facility.





This scheme has been implemented for the welfare of all unorganized workers involved in the delivery profession with e-commerce companies. The main objective is to provide protection to gig workers who are deprived of social security facilities. This insurance scheme will help the workers and their dependents. If the workers of e-commerce companies die, their dependents will have to face severe hardship. Keeping this in mind, this insurance scheme has been implemented for the first time in the entire country.


What are the scheme facilities?

  • Life Insurance: Life insurance compensation of ₹2 lakh to the legal heirs after the death of the beneficiary
  • Accident insurance facility
  •  In case of death, an accident insurance compensation of ₹2 lakh and a life insurance compensation of ₹2 lakh, for a total compensation of ₹4 lakh
  •  Complete, permanent / partial impotence relief (Shekaranaru Durbakate) (based on) ₹2 lakh compensation

Maternity and Child Welfare Assistance for Registered Construction Workers.

In the event of a registered female beneficiary giving birth to a child, assistance will be provided for her child's pre-school education and nutrition until the child completes three years of age by the "Karnataka Building & Other Construction Workers Welfare Board (KBOCWWB)"


Eligibility and Criteria

  • Must be a registered worker with the board
  • The beneficiary is entitled to assistance for the provision of physical primary education and nutrition of the child for a period of three years from the time of delivery.
  • The application must be submitted within six months of the delivery/birth of the child.
  • Application must be submitted every year for up to three years.
  • This subsidy can be availed only twice (only for the birth of the first two children)

Assistance will be provided for the first marriage of a registered construction worker or the marriage of his/her children Karnataka Building & Other Construction Workers Welfare Board (KBOCWWB).

  • Must have completed at least one year of membership in the board from the date of registration to the date of marriage.
  • A worker's family will be allowed to receive the subsidy only twice.
  • Must have reached the age prescribed under the Marriage Act to receive the subsidy

Subsidies will be provided upto ₹2,00,000 for heart disease, kidney transplant, cancer surgery, eye surgery, orthopedic surgery, uterine surgery, asthma treatment, abortion cases, treatment related to gallbladder problems, kidney stone removal treatment, brain hemorrhage treatment, ulcer treatment, dialysis treatment, kidney surgery, ENT treatment, surgery, neurosurgery, vascular surgery, esophageal treatment, and other cough treatments.


Eligibility and Criteria

  • The beneficiary should submit a medical certificate stating that he has been admitted as an inpatient for at least two days in a government/government recognized private hospital (included in the schedule).

Accident compensation assistance is being provided to registered workers by the board. An accident is an unexpected and unintentional event that results in death or permanent/partial disability to the person.


Eligibility and criteria

  • Must be a registered worker with the board
  • The beneficiary must apply within one year from the date of the accident.

  • Identity card issued by the board
  • Application in Form 21 and 21A (filled by the employer) should be submitted.
  • Death certificate (if death occurred due to an accident)

Scholarships will be provided under the Anand Bhagya Yojana for the education of two children of registered workers by the Karnataka Labour Welfare Board (KLWB).

  • The student's father/mother must be a construction worker and must be registered with the board and the registration must be current.
  • The student must have passed the previous class and enrolled in the next class.
  • Only two children of registered workers can receive the scholarship.
  • Even if both parents are registered workers, the student is not allowed to avail the benefit and only the beneficiary's family can apply.

Pension for Disabled Construction Worker's

 Disability Pension

If the registered beneficiary suffers from permanent/partial disability due to an accident that occurred while working in construction works or due to specified diseases, the Board of "Karnataka Building & Other Construction Workers Welfare Board (KBOCWWB)" will provide monthly pension and a lump sum allowance based on the percentage of disability.

  • The beneficiary must be disabled due to an accident at a construction site or specified diseases.
  • If the beneficiary has received accident compensation from the Board, he/she is not eligible to receive the Anugraha Rasi Sahayavan which is given along with disability pension.

  • Must have renewed the membership of the Board for at least 3 consecutive years and continue as a beneficiary before completing 60 years of age.

A Step Toward Financial Independence for Traditional Ironworkers in Karnataka

The Karnataka Minorities Development Corporation (KMDC) has introduced a special scheme aimed at empowering the Sikhilgarh community, a group traditionally engaged in ironwork, welding, and metal craftsmanship. This initiative seeks to uplift their livelihoods by offering financial assistance and subsidies to promote self-employment and economic stability.


About the Scheme

Many families in the Sikhilgarh community earn an annual income between ₹50,000 to ₹1,00,000, primarily through manual and skilled labor. To enhance their financial self-reliance, the KMDC is offering the following support:

  • Loan amount: ₹50,000

  • Subsidy amount: ₹50,000

  • Total financial assistance: ₹1,00,000

Additionally, for the purchase of vehicles used in self-employment (such as goods vehicles or autorickshaws), a 33% subsidy on the vehicle cost will be provided, up to ₹1.50 lakhs.

If a beneficiary takes a loan from a bank for any self-employment activity, 33% of the loan amount will be reimbursed as a subsidy by the Corporation.

Eligibility Criteria

To qualify for this scheme, applicants must meet the following conditions:

  1. Must belong to the Sikhilgarh community.

  2. Must be a permanent resident of Karnataka.

  3. Age limit: 18 to 55 years.

  4. Annual family income: Should not exceed ₹6.00 lakhs.

  5. No member of the family should be a State or Central Government employee.

  6. The applicant or their family should not have availed any KMDC loan or subsidy in the past 5 years, including education or foreign education loans.

This support enables artisans to invest in essential equipment, raw materials, and working capital, helping them enhance productivity and income.

  • Bakery, laundry, salon, beauty parlour

  • Mechanic or puncture shops, vehicle repair services

  • Electrical/electronic repair, motor rewinding

  • Traditional crafts like Bidri ware, silk reeling, toy making

Shramshakti Yojana Loan facility

Shramshakti Yojana

Under this scheme, a loan facility of not less than Rs. 50,000/- at a low interest rate will be provided by the Corporation to the tribal artisans of the minority community to train them and improve their artistic and technical skills so that they can continue the same craft or start or develop a small business. Out of this, 50% will be a loan. The loan amount will have to be repaid in 36 installments at an interest rate of 4%.


Guidelines

a) The applicant should belong to the religious minority category of the state.

b) The applicant should be a permanent resident of the state.

c) The age limit of the applicant should be between 18 and 55 years.

The annual family income from all sources should be within Rs. 6.00 lakhs.

No member of the applicant's family should be a State / Central / Government employee.

2) The applicant or his family member should not have availed any loan from the Corporation in the past. Must not have availed any assistance (except for Aariv and Foreign Education Loan Schemes)

Swavalambi Sarathi Scheme – Directorate of Minorities, Government of Karnataka

The Swavalambi Sarathi Scheme supports minority youth in Karnataka to become self-employed by purchasing passenger autorickshaws, taxis, or goods vehicles with financial assistance.


Key Features

Implemented in collaboration with Nationalized/Scheduled Banks, RBI-recognized Finance CompaniesCo-operative Banks, and Societies.

Subsidy: Up to 50% of the vehicle’s on-road price (maximum ₹3.00 lakh).

Passenger autorickshaw: Maximum subsidy ₹75,000.

Beneficiary contribution: 10% of the vehicle cost.

Priority given to women applicants.

Ganga Kalyan Scheme for Minorities

 

Ganga Kalyan Scheme – Directorate of Minorities, Government of Karnataka

The Ganga Kalyan Scheme aims to provide irrigation facilities to minority farmers in rural areas by supplying water through individual tube wells or lift irrigation systems. This is a fully subsidized scheme implemented by the Minorities Development Corporation.



Individual Tube Well Scheme

  • Applicable in rural areas where running water systems are unavailable.

  • A tube well or open well is drilled, and a pump set with electrification is installed to supply water to farmland.

  • Beneficiary landholding: Between 1 acre 20 guntas (1.5 acres) and 5 acres
    (Minimum 1 acre for hilly districts like Kodagu, Udupi, Uttara Kannada, etc.)

  • Project Cost:

    • ₹4.00 lakhs – for Bengaluru Rural, Kolar, Chikkaballapur, Ramanagara, and Tumakuru

    • ₹3.00 lakhs – for other districts

  • Electrification deposit (₹75,000) will be paid by the Corporation directly to the power company (ESCOM).

Lift Irrigation Scheme

  • Provides irrigation by lifting water from rivers or flowing sources through pipelines.

  • Cost: ₹40,000 per acre (fully subsidized).

Eligibility Criteria

  • Must belong to a religious minority community (Muslim, Christian, Jain, Buddhist, Sikh, or Parsi).

  • Must be a permanent resident of Karnataka.

  • Should be a small or marginal farmer.

  • Must own 1.5 to 5 acres of agricultural land (minimum 1 acre in select districts).

  • Annual family income: Not more than ₹6.00 lakhs.

  • Minimum age: 18 years.

  • Should not have availed any other loan/subsidy from the Corporation (except Arivu and Foreign Education Loan schemes).

‘Arivu’ Education Loan Scheme – Directorate of Minorities, Government of Karnataka

The ‘Arivu’ Scheme provides education loans to minority students in Karnataka who have secured admission to professional courses through CET/NEET. The scheme helps students pursue higher education without financial burden.





Eligible Courses

Students selected through CET/NEET for professional courses such as:
MBBS, MD, MS, BDS, MDS, B.E/B.Tech, M.E/M.Tech, B.Arch, M.Arch, B.Ayush, M.Ayush, MBA, MCA, LLB

Loan Details

  • Loan amount: ₹50,000 to ₹5,00,000 per annum

  • Repayment: Begins 6 months after course completion

  • 2% service charge on repayment

  • Family income limit: Up to ₹8.00 lakhs per year

Eligibility

  • Student must belong to a religious minority community (Muslim, Christian, Jain, Buddhist, Sikh, or Parsi)

  • Must be a permanent resident of Karnataka

  • Must have secured admission through CET/NEET under government quota

  • Parents’ income proof required (Form 16 for government employees)

  • MBBS / MD / MS: Up to ₹5.00 lakh

  • BDS / MDS: Up to ₹1.00 lakh

  • B.Ayush / M.Ayush: Up to ₹50,000

For Which Courses? All Post-Matric courses (from PUC/Class 12 to Ph.D).
